The revenue from fixed communication services in Hong Kong is projected to grow at a rate of 2.0% annually, increasing from USD 2.7 billion in 2023 to USD 3.0 billion in 2028. This growth is mainly driven by the fixed broadband service segment, as reported by GlobalData, a prominent data and analytics company.
According to GlobalData's Hong Kong Fixed Communication Forecast (Q1 2024), revenue from fixed voice services is expected to decline at a rate of 7.8% from 2023 to 2028. This decline is due to the decreasing number of circuit-switched subscriptions and a drop in average revenue per user (ARPU) for fixed voice services, as users are moving towards VoIP and mobile/OTT communication services.

On the other hand, the number of fixed broadband accounts is anticipated to grow at a strong rate of 3.2% during the forecast period, driven by the increasing adoption of high-speed fiber-optic broadband services. Telecom Analyst at GlobalData, Pradeepthi Kantipudi, mentioned that fiber lines accounted for over 76.1% of total fixed broadband lines in 2023 and are expected to remain the dominant broadband technology until 2028.
This growth in fiber lines is attributed to the rising demand for high-speed broadband connectivity and initiatives by the government and telecom operators to enhance and expand fiber broadband infrastructure across the country.
PCCW is projected to lead in both the fixed voice and fixed broadband segments in terms of subscriber share until 2028. The company's strong position in the fixed broadband segment is supported by its increasing share in the FTTH/B service segment, driven by expansions in fiber networks and the introduction of promotional tariff plans.

For instance, PCCW, through its subsidiary HKT, launched fiber-optic access networks on Lamma Island under a government subsidy scheme in June 2023. By February 2024, newly built fiber-based networks from specialized projects had connected 123 villages.
