Malaysia’s total mobile service revenue is expected to increase from USD 5.2 billion in 2023 to USD 6.1 billion by 2028, with a compound annual growth rate (CAGR) of 3.2%, driven by the growth in mobile data service revenues.
GlobaData’s recent Malaysia Mobile Broadband Forecast (Q1 2024) indicates that despite mobile voice service revenue declining at a CAGR of 1.7% during the forecast period, mostly due to the increasing popularity of OTT communication platforms, mobile data revenue is expected to experience strong growth, with a CAGR of 5.1%.

This projected increase in mobile data revenue is mainly driven by the increasing number of mobile internet subscriptions, the growing adoption of 5G services, and a rise in average revenue per user (ARPU) for mobile data.
“The average monthly mobile data usage in Malaysia is expected to increase from 18.9 GB in 2023 to 44.9 GB in 2028, driven by the growing consumption of online video and social media content over smartphones, thanks to the data-centric offers extended by telcos with their 4G and 5G service plans,” said Sarwat Zeeshan, Telecom Analyst at GlobalData.
The latest forecast also revealed an increase in the deployment of 5G technology, driven by the increasing consumer demand for fast connections and massive network expansions by both the government and major telecom providers.

The Malaysian government’s plans to expand 5G coverage to around 85% of the rural population by the end of 2024 is anticipated to accelerate the growth even more. It is expected that by 2028, 5G subscriptions will make up 74.5% of all mobile subscriptions in the country.
“CelcomDigi led the mobile services market in Malaysia in terms of mobile subscriptions in 2023, followed by Maxis. CelcomDigi will retain its leading position through to 2028, supported by its focus on 5G and 4G LTE network expansions and its various affordable prepaid and postpaid plans with unlimited calls and data allowances,” added Zeeshan.
