The Philippines' inadequate broadband infrastructure has been attributed to outdated policy frameworks that impede expansion and restrict internet access for its citizens, as outlined in a recent World Bank report from early 2024.

The study, entitled "Better Internet for Filipinos: Reforms Promoting Competition and Increasing Investment for Broadband Infrastructure," highlights that the Philippines' broadband expansion is stagnant due to the government's failure to incentivize telecommunications companies.

“Unlike most other countries, the Philippines neither incentivizes nor obliges its largest operators to expand rural broadband coverage. Hundreds of small internet service providers (ISPs) extend broadband services in rural areas while facing an unlevel playing field,” the study stated.

“For inclusive growth through digitalization that benefits all Filipinos, updating Philippine policy to promote competition, encourage investment, and upgrade broadband infrastructure is urgent and necessary,” it added.

Lawmakers are advocating for the passage of bills to amend the National Building Code of the Philippines, currently pending in the House of Representatives. One such bill, House Bill No. 900, aims to update the code to ensure adequate space for broadband services in electronic equipment facilities, highlighting the outdated policies in place. Another bill, House Bill No. 8534, seeks to prohibit charging telecommunication companies for provisioning services within properties.

Telecom companies like Globe Telecom are actively lobbying for the removal of unnecessary rental costs and encouraging infrastructure sharing. Presently, more than 600 building and property owners permit telcos to utilize their premises without imposing charges.
